The City of Vaughan is conducting a comprehensive Municipal Energy Plan Revision that will provide a low-carbon transition strategy for the city. A Municipal Energy Plan is a strategic planning document and action framework that outlines how a community can increase energy efficiency, reduce emissions and transition to a low-carbon community.
The Municipal Energy Plan Revision is identified as a specific action in the Climate Emergency Declaration, endorsed by Council in June 2019. The plan will be rooted in setting a science-based target and will identify a date and pathway for reducing per capita greenhouse gas emissions by about half by 2030, and reaching net-zero emissions in Vaughan by 2050.

From May to July 2022, we asked citizens and stakeholders what actions the City and its community members should take to increase energy efficiency, reduce emissions and mitigate climate change. Valuable ideas and feedback were provided through an online survey and two interactive community workshops. A recording of the first workshop can be found below.
Thank you to those who participated! The insights and feedback collected will help the City understand the community’s priorities and needs in developing climate actions that can be implemented successfully.
What does a municipal energy plan do?
A Municipal Energy Plan is a strategic planning document and action framework that outlines how a community can increase energy efficiency, reduce emissions and limit the transition to a low-carbon community. The Municipal Energy Plan is being updated to:
set out a pathway to reduce per capita greenhouse gas emissions by about half by 2030, and to reach the target of net zero greenhouse gas emissions by 2050, recognizing the unique context and constraints that exist in Vaughan.
consider the role of the City in driving and supporting action.
identify how other affected stakeholders can participate in transitioning to a low-carbon community.
inform the Official Plan Review that is underway to update the Vaughan Official Plan 2010.

A review of relevant policies, plans and local context was conducted and data was collected to calculate the greenhouse gas emissions baseline and a business-as-planned scenario.
Phase 2: Baseline year and business-as-planned model
Municipal Energy Plan has finished this stage
Early 2022
Using the baseline 2016 data collected during Phase One, a business-as-planned scenario will be built to estimate energy use and emissions out to 2050. This scenario assumes no additional actions are taken to mitigate climate change beyond currently approved policies and plans that impact energy and emissions.
Phase 3: Low-carbon action development, target-setting and low-carbon scenario
Municipal Energy Plan is currently at this stage
Early to mid 2022
Based on local opportunities and constraints, best practices and stakeholder input, low carbon actions and an overall low carbon scenario will be developed and a target will be identified.
Phase 4: Financial analysis
this is an upcoming stage for Municipal Energy Plan
Mid 2022
The costs associated with the required capital investments and net costs and/or benefits in the community are projected for the low-carbon scenario.
Phase 5: Implementation guide and final plan
this is an upcoming stage for Municipal Energy Plan
Late 2022
A final plan and implementation guide will be developed and presented to Vaughan Council for approval.
